Unable to Verify Integrety of Update.Ini

When Updating from SP3 to SP4 in Windows 2000 Professional, During of Inspection of Current Installation. Getting Error message ‘Setup could not Verify the Ingegrety of Update.Ini Make sure the Crypographic Service is Running’.

Could not Find a Cryptographic Service in Windows 2000.

Also tried Running update in Safe Mode.
