Unerasable folders

AVG set up a quarantine folder on my hard disk without asking me which hard drive I want it on. I’ve tried to simply erase it, to use “unlocker” programs to accomplish that and even to try it in earlier versions of Windows. It’s visible in Windows 11, but invisible in Windows 10 and 8.1. This, despite the fact that I have View options in File Explorer in all 3 versions set to show hidden and operating system folders.
AVG tech support claims that I can’t (am unable to) erase the folder. Is there any way to do so anyway?
On another topic, I’d like to take advantage of the fact that I’m posting to ask another question that’s been bothering me for a long time.
I use Start Menu X to replace Windows’ Start button. In its Options, I have “Launch the program with Windows” checked off. So how come sometimes it loads and other times it doesn’t – Windows’ own Start button is there instead?
