US Robotics modem install

Hi
I am trying to install a us robotics 56.6k voice fax modem on win ME machine but it does not install properly. It installs on com 2 then after reboot installs a second on com 3 both have conflicts the mobo only has 3 pci slots and no other slots ( onboard sound and graphics ) not my machine by the way. This is becoming infuriating as I know the modem is OK.
