usb power surge

I have a toshiba satellite with xp service pack 3. every time i plug a device into my usb ports, any of them, i get an error saying there is a power surge exceeding limits. any suggestions if this may be a software or pc error? or is there something i might check before spending large amounts of money for pc repair? any suggestions are appreciated.
