Use a PS2 mouse on a USB port

I have a user who bought a USB to PS2 adapter from Radio Shack so that he can hook his PS2 mouse to his laptop. Windows 98se does not recognize the mouse when it is plugged into the USB port. I’ve checked the USB ports on the laptop by hooking a printer up and they work. I’ve also plugged the mouse into another laptop and it still isn’t recognized. Has anyone tried to do this? Will you let me know what you did. I’d really appreciate it. Thanks.
