User account creation in NT4.0

What is the best way to create user accounts, complete with Exchange (5.5) mailboxes, user permissions, group memberships and personal folders using a CSV text file as the input mechanism? Is there a single-step method, or must this be accomplished via several different command-line utilities (xcacls, etc.)?
