User accounts denied permission to app store and other functions

I am a 20+ year Windows I.T. professional and recently bought my first mac.
It’s a refurb from Amazon, so that might play into this issue.

The account I created on setup is denied permission to the app store and other functions. The built in admin account has the same issue.
Am I doing something wrong or should I return this one and get a different one?
