User Accounts with Windows Server 2000

I have two separate domains on my network and the one my server is on creates user accounts fine and Outlook 2000 is able to be used but when i want to let others log in on the other domain to the same server it does not let me create user accounts and use Outlook 2000. If anyone has any information please help.
