User folders on windows 2003 importing user rights from domain controller

Hi All,
I am a system administrator of a Government Company and I have got a problem that I cannot solve. I have to create user folders on windows 2003 importing rights from a domain controller, but I don’t know where to start from. I looked for all the documentation on internet, but until now nothing. Can anybody help me?
