User for 1 server and admin. rights

I have one server that is a application server. I would like 1 programmer to be able to login to this server and have admin rights to install, but only to this 1 server.

I give him server operator permissions but he can’t login to the server. I have to give him domain admin rights, but then he can access all the servers.

What permissions or what can I do to do this?
