user migration on win 2003 server

My company just bought a new server now my question is if there is an easier way to migrate users plus their passwords from the old server which is running windows server 2003 (domain + exchange) to the new server which is also running win 2003.
– i have tried admt it seems one cannot migrate users btn servers with same domain name or i might be missing something.
– doing a system state backup seems tricky since i cannot backup the active directory alone again i might be wrong.
