user profiles and system policies

have a test setup of 1 PDC, 1BDC and win98.How can i,implement profiles (roaming,mandatory) and system policies on win98 and also secure it from letting a user logon from pressing the cancel buttton of the logon box. iam trying to set up a scenario where there is NT4.0 and all win98 clients.
