Users Data on Fileserver

My server is up to the brim for space and i happened to notice that nearly 50% of data has not be accessed from the past two years. i don’t want to get rid of it fearing users may ask for missing data. also the un-accssed data is getting backed up for no reason, so i am wanting to move the untouched data to a new drive… how can i get it done ?
