Users vs IT (How many IT resources per users is enough?

I wanted to apologize if this topic was already asked and discussed. I wanted to find out some other opinion regarding on how many IT resources it takes to manage per employee.

Also, I?m trying to look for recent studies out there that can point me out to this information.
