using a MAC address instead of dynamic I

I have a cable internet connection with a dynamic IP. I want to set up a client side computer with a gateway targeting the adapter going to the internet. With my provider, I cannot get a static IP. Is there a way to target the client with the adapters MAC instead of the changing IP address?
