Using adsutil to create a SMTP virtual server

Trying to use adsutil to create a smtp virtual server with no luck. anyone guide me on how to perform this?
I have tried:
adsutil create smtpsvc/1 “IisSmtpServer”
adsutil create smtpsvc/1/Server “IisSmtpServer”

After running those commands I add the default settings with no results (i.e. adsutil set smtpsvc/1/AuthFlags “1”; etc.

nothing ever shows in metabase.xml.
