Using Policy editor Remotely

I have been assked by my boss to lock down some remote users. The remote users are Win 98 and I am on Win2k. I am able to use regedit to connect to the remote PC but how can I use policy editor?
Do I run the 98 poledit or what. When I try to runthe 98 poledt it tells me unable to connect and I should check authorization.
