Using rsh-remote shell scripts on windows

Hi
I am searcching on how to excute a remote script on remote machine using rsh but not getting any samples for windows.
I have excuted following comand
rsh indica cat c:\tmp\aa.bat >> d:\pp.bat
I am getting following error
rsh: can’t establish connection
connetion refused

can you provide me what is to be dome to establish a connection and excute one batch file from on emachien to another machine for windows server 2003
