Using VPN using Extranet WAN in merging two Banks

I would like to have a case study describing the Security, hardware software, perfomance costs of using VPN in replacement of Leased Line network, having two Banks working Intenationally. This is a feasibility study paper by the IT Manager to convince Management to use the new network.
