usrmgr

I am trying to work with a Windows NT 4 domain from windows XP sp2 workstations. When I run User Manager (usrmgr.exe) it will load and let me view the user list but when I try to open the properties or create a new user it gives me the error: “A device attached to the system is not functioning.”

Any ideas?
