Video on Demand (VOD) on Umts (3G) cellular networks

hi everyone.
i’m starting a research work for my university. it is about:
“Video on Demand (VOD) on Umts (3G) cellular networks”
since i need to find a way to enhance performance of VOD on 3g networks i need a software to simulate this situation.
anyone can suggest me some of those softwares?
