Video Problem

This problem has been happening on two machines. The machines are an E-computer(333) and the other is a hewlett packard(p-466). After a fresh install of Windows 98 I am coming up with only two color selections(under the settings tab after clickingon the Display applest in control panel). So far I had uninstalled the video drivers and reinstalled, problems still exsists. Reformated the hard drive, once again, problem still exsists. Is there anther driver that is needed. I appreciate any help. Thank you.
