virtual ram

if iam loading photoshop ,iam getting the
“system required atleast 3mb of virtual memory” previuosly my vm(virtual memory)
400mb and i increased to 500mb but problem is not solved,machine is nt workstation 4.0
not only photoshop ,if i load any software,
same problem .give step by step answer .
