Visually Impaired Computer Settings

Visually Impaired: Am in need of help with changing the settings (Icon size, Background color, etc.)and any knowledge of speech/reader tools to assist clients. Clients are also financially impaired. Also how can I assist them with accessing the internet? Any help will be appreciated!!
