VLAN Help

i am having trouble with my VLAN. We have just set up a Cisco 6000 and we have a T-3 pipe. Our internet is really slow. download speeds are less than 56k. Our file transfer is really slow as well. I am not sure what to do. we have only been live for about 3 weeks and nothing is working they way it should be. I am asumming that is should really be fast and I am not going crazy. We had a cisco tech in and he said that everything looks ok. His response was how fast did you expect it to be. He hasn’t been back since. We have all fiber back bone and our server all have gigabit cards in them. We spent alot of money on equipment. Any information or direction would be greatly appreciated. Thanks in advance.
