Volume not on quick launch buttons, volume control not installed?

I want to put the volume control on the quick launch taskbar. It says “volume control not installed”, therefore it cannot be added. It says to add or remove programs.
Where is volume control quick launch button located? Is it on a cd? Do I need to download it from the internet? Is it hidden on the computer?
