VPN cannot connect

Hi to all,

I have 3 Branches connected through DSL via VPN all branches can ping its public ips assigned by the ISP but when I connect through VPN error 800 appears or VPN line cannot be contacted. I remove all firewalls but still VPN cannot be stablished. Is there anything I missed?
