VPN in Server 2003

I have successfully installed a VPN Srvr 2003. Clients and server are communicating. The problem I’m having is whenever a normal user with restricted security uses VPN, he can access anything on any server. I doubled checked security on files and folders and rights in AD. It seems AD is not functioning. But, the LAN works fine. No security issues there>..
