VPN/Multiple network question

I have an issue with some routing that I need some help with.

I have two networks (A and B). Network A has a gateway of Router 1. Network B has two gateways, Router 2 and Router 3. Router 1 and Router 3 are connected with a site-to-site VPN. Anything on Network B using Router 3 has its gateway can talk to devices on Network A and vice versa. However, anything on Network B using Router 2 can’t – and vice versa doesn’t work either.

I tried putting a route in place for Network A so Router 2 will send that traffic to Router 3 – no luck. Otherwise, I’m out of ideas. What do I need to put in place to allow this to work? I know that it’s a little vague, but I’m working with 3 routers from 3 manufacturers, and only one has a telnet interface that would really do me any good with a show running-config, or some such.
