VPN using cable modems

I have a client that has two offices, miles apart. Both offices have cable modems for internet access. He wants to create a VPN between the two office networks using the cable access. All I find on VPN is how to establish it through dialup. Is itpossible to use through cable? Can I configure this using ATM? Any input or direction would be great.
