W2K Active Direcotry Replication Problem

Have three domains. From domain A can replicate domain b & c but from either domain b or c can not replicate domain a but can replicate b or c. Under NTDS Settings do not have a DC listed. Tried to add but don’t work. I’m and Enterprise & Schema Admin. Any ideas how to fix?
