W2K3 server netlogon boots paused

hey all
w2k3 x64 server brand new, has exch07
migrated from a sbs 2k3 server which is now offline
all fmso roles trasnferred
DNS, DHCP etc all up and working fine

on reboot the netlogon service is paused and never resumes. this cause all kinds of services to fail and basically no one can login until i manually start it and the rest of the services.

so any help?
