W98 2E network login problem

I have a Celeron 400 w/128mb RAM on a peer to peer network with other like work stations. When booting up, this one boots normally except it does not present the login prompt. In order to get into the network you have to log out and then the loginprompt will appear.
I have deleted and reinstalled all network clients/protocals and done a registry rebuild from DOS without any change.
What is the correct way to fix this problem?
