WAN: Farthest reaches of Lowest common d

I have 18 mobile platforms, spanning 7,000 miles of navigable waterways throughout 22 states. All are to be migrated to a WinNT Desktop. I would prefer to keep the servers in one central location, and I need an underway as well as inport connectivity solution. Many are located outside the realm of anything but DIAL-UP POTs lines. I have a remote access option available, aswell as a Citrix (beta test) solution, but my problem is I can not provide underway connectivity, and in the DialUp locations, my Inport connectivity (through Citrix) is too slow. These are Tug & Barges that need both an inport and underway solution. How can I minimize the hardware I have to deploy on each cutter, yet maximize the connections & functionality to bring them into the Intranet that
