Watchgaurd VPN

We have a watchgaurd X500 and are trying to establish multiple VPN connections though it. When one user connects they are able to browse and use network resources just fine. When another user connects the second user can see the network but is unable to browse or use network resources. The first user is still able to work normally. It seems that we can only connect one user at a time. Any Ideas??
