Way to reduce user rights on server access via RDP?

I have a user with Print Operator permission who logs onto a domain control and manages print jobs. Recently he he’s with a license manager which cause the service to go down until I restarted it. If there a way to further lock down his access so he can’t message with other programs not relateing to printing!? Thanks!
