Web Server Help Can’t connect outside of home network

I have set up a web server with apache. I can get to it from my WAN address on the computed as well as through localhost and loopback. I have taken down my router and direct connect and I still have the same problem. I have no software firewall to speak of. My only thought is that something must be blocking port 80 traffic, but I don’t know what. I have windows XP home, firewall off. I get my IP from charter. Any help would be appreciated.
