WEBMAIL & OUTLOOK

I have a webmail that i need to access from my computer anytime with outlook. i followed all the instructions but when i test my connection, an error saying the server was found but it’s not responding, appears. Even before that, im bein asked for my credentials non-stop. what is not right? please give a 1 by 1 step solution.
