What does “You have reached your maximum message level.” mean?

I have a thread of a question I had posed, here on TechRepublic. I was gonna reply to someone that posted, but instead of a Reply button, the red message, “You have reached your maximum message level.” is there instead. I am able to respond to others’ questions and, of course, post this one… why did I max out on the other thread?
