what else reasons they will need to take these privileges?

Hi,
I’m working as systems Administrator, we will deploy new hp blade server with Matrix management software, my web administrators ask to take a privileges on matrix to do some actions like startup & shutdown on virtual servers, also some mentioned to restore snapshot with third party software.
what else reasons they will need to take these privileges?
