What happened to the Flag, Vote etc in Q&A?

Has anybody else noticed an inability to vote up an answer in Q&A?
How about marking something in Q&A as “spam”? I’ve noticed the past
couple of days that whenever I try to use these, either vote up or mark
something suspicious, the server returns a “404” page not found.
I’ve also noticed a slight increase in the number of spam answers in
Q&A, especially with OLD questions, some are over 5 years old.

I still think we need some method of “closing” comments and answers
after a period of time without any “new” activity.
