what is the best cure for a zombie-computer?

there are many cases of computer which are taken over whenever it is connected to the internet; nothing can be moved and everything is frozen. using its restore disc and cleaning all its data after formating it, could be the hard solution, but can there be an easier one? thanks – Jun Vee
