What is the relevance of the bandwidth rating of a lan cable?

I see in the ratings of CAT3 that it has a 10mbps speed, and 16MHz bandwidth, likewise for fiber optics having bandwidths of 250 and 500 MHz. What is the importance of these frequencies? Thanks

Also, off topic, in a 4 pair utp cable, how many of those wires are actually being used?
