What to expect from a manager/supervisor

What am I reasonably allowed to expect from a supervisor?

It seems whenever I try to gain some coaching or knowledge about my job or things that come up there is no time and none to be scheduled.

I manage our IT department and sometimes look to my manager for assistance and help with issues that arise, usually these are not technical in nature. More how to better deal with other employees and handle situations that are new to me.

It seems sometimes that he is included by other parties to look over my head and avoid or force a meeting on the issue.

I guess it seems there is time for everything else but managing reports…
