What’s better for ACAD – Pentium III or

I’ve been reading and hearing the arguments between the Pentium III and 4, that in some cases for the same Mhz or Ghz, the Pentium III is actually faster than the Pentium 4 in some applications, like standard business application. I also hear that the P4 is faster for things like video editing.
But, given the same speed, which is better to use if you were running ACAD 90% of the time.
Additional question, same idea:
Also, if you had a PC running MS Access most of the time, which would be better.
