What’s going on with WINIPCFG?

Recently we have had random network problems with connecting to the Internet. A quick fix I have found is to run WINIPCFG then release and and renew all. After doing so, the next page will load instantly. This solution has worked for computers throughout the company, but not on a permanaent basis. I am tyring to use this as a starting point to figure out the core of the problem and don’t know exactly happens on the server end if anything, that would cause the increased performance after running the command. Can someone explain? Thanks
