what’s wrong with one pc

i downloaded a software”PSentry3″ from techrepublic to monitor my network.the specification is port no 9090 and 9091 must be open,even tried another software which has the same specification.when I run that software it’s giving the error and blocked by border manager that’s serving as proxy as well.I’ve the full control but still getting the same error.I installed the software in another pc and put the pc on the same lan cable with same user account it’s working.both the pc is having WIN XP pro.

anybody plz tell me the reason.
