When do you roll sp4 to workstation

I support over 100 laptops in my region alone and I am an part of a team that decides when to roll new software including service packs to over 1000 workstations in our organization.

I’m looking for some suggestions on what questions should be answered before any service packs are installed, and if there is a template that anyone might have.
