Who is responsible for virus controls?

Our organization purchased McAfee a few months ago. The purchase was mostly a one-sided decision with no consideration of impacts, how get to the user, timeframe, maintainance, etc….The server group placed on the server and left the remainder undone. We would not allow to place on clients until it was tested and not create problems, etc…. Server group has SMS and the ability to push to clients, provided the client has SMS. We have some that RAS. Who should maintain virus controls?
