Who should Pay for Dammage

My Email and News groups have been hit by Two different Viruse’s within the past three Weeks and lucky for me my Vet antivirus program is up to date, why the Bloody Hell do we need privacy laws when these Virus Program writing Bastards and those whom repeatedly propogate them go mostly unpunnished, I and all other Microsoft users should be able to claim Compensation and Protection for all this Virus Crapp, Whom should pay, Not me thats for sure.
